In the Guardian, Simon Jenkins argues that David Cameron should shift the blame for cuts downwards by giving councils more power over public spending and local services. Elsewhere, in the Times, Roy Hattersley says that Nick Clegg should remember the fate of David Lloyd George, whose reputation was ruined by his decision convert the 1916 coalition of national necessity into the 1918 coalition of expediency. Meanwhile, in the Daily Telegraph, Simon Heffer writes that the RAF should be reduced in order to protect the Navy and the Army from dangerous and "insane" cuts. In international politics, the Washington Post'sEugene Robinson says that Newt Gingrich's increasingly wild outbursts reveal his belief in a clash of civilisations. Finally, in the Independent, Mark Steel says that the coalition's distaste for the state reflects its Ryanair-style philosophy.
