Why the US needs tax rises

In the Times, Rachel Sylvester assesses the performance of various coalition ministers, concluding that David Cameron is a "grower" who is better at being Prime Minister than leader of the opposition. In the Financial Times, meanwhile, Vernon Bogdanor explains that the alternative vote system would make coalitions the norm, meaning that elections would no longer determine who forms the government. Over at the Guardian, Michael White explores the different options for reforming the university funding system. Elsewhere, in the Independent, Mary Dejevsky argues that the NHS needs to streamline its digital operation from nearly 4,000 useless websites to just one. Finally, in the New York Times, Paul Krugman makes the case for tax rises - infrastructure in the US is crumbling because politicians will not tax the nation's richest.
